| 我国进入老龄化社会的时间较晚,医养康养缺乏健全的体系和完善的法律支撑。在此背景下存在着一系列问题,包括但不限于老年社会工作者人才短缺、认同感低、综合服务能力不足以及福利制度不完善等。日照市在居家医养康养方面存在一些问题,如法律体系不完善、供需失衡、服务内容和资源缺乏、专业人才和资金缺乏以及养老认知存在偏差等。针对这些问题提出了相应解决方案:完善相关法律制度体系、建立社会监察体系、加大资金投入、培养专业人才、扩大医养康养覆盖面、加强对老人的人文关怀。总之,构建居家医养康养相结合的养老服务体系是当务之急,该体系应以老年人需求为导向,并致力于提高他们主动健康意识,全面发展长期护理保险制度,并最终实现为服务社会贡献自身价值的目标。 |

| As our country enters the aging society late,medical care and health care lacks the perfect system and the perfect legal support.In this context,there are a series of problems,including but not limited to the shortage of elderly social workers,low sense of identity,insufficient comprehensive service capacity and imperfect welfare system.There are also many problems in home health care in Rizhao City,such as imperfect legal system,imbalance of supply and demand,lack of service content and resources,lack of professional talents and funds,and deviation of old-age care cognition.In response to these problems,the corresponding solutions are put forward:improve the relevant legal system,establish a social supervision system,increase capital investment,train professionals,expand the coverage of medical care,strengthen humanistic care for the elderly.In short,it is imperative to build an elderly care service system that combines home medical care with health care.The system should be oriented to the needs of the elderly,and strive to improve their active health awareness,comprehensively develop the long-term care insurance system,and ultimately achieve the goal of contributing their own value to the service of society. |
