| 在中国低生育率背景下，育龄女性的生育意愿与实际行为普遍存在偏离，这一现象已成为影响人口可持续发展的关键问题。计划行为理论(TPB)为理解这种偏离提供了系统框架，指出生育决策由生育态度、主观规范和行为控制感知共同影响，中国育龄女性的生育意愿与行为偏离是发展焦虑、支持体系缺位与文化价值变迁共同作用的结果。建议通过政策理念赋能、构建支持网络、创新治理模式等进一步完善系统性生育支持体系，建立积极的生育态度，重塑包容的生育规范，增强生育感知行为控制，以缩小育龄女性生育意愿与行为的偏离。 |

| Under the context of China's low fertility rate, there is a significant discrepancy between the fertility desire and actual fertility behavior among women of reproductive age, constituting a critical issue impacting the sustainable population development.The Theory of Planned Behavior (TPB) offers a systematic framework for understanding this discrepancy, indicating that fertility decision-making is jointly influenced by fertility attitudes, subjective norms, and perceived behavioral control.The fertility deviation among women of reproductive age of China results from developmental anxiety, insufficient support systems, and cultural value shifts.It is recommended to further enhance the systematic fertility support infras tructure, foster positive fertility attitudes, reshape inclusive fertility norms, and strengthen fertility perception control through policy empowerment, support network development, and governance model innovations, thereby reducing the gap between fertility intentions and behaviors among women of reproductive age. |
