| 目的：量化评估晋冀两地慢性病防治体系各部门职责可考核程度。方法：收集中国、河北、山西公开发布的所有涉及慢病防治工作的政策文件,从中提取并量化相关信息,评价各部门职责可考核程度。结果：河北、山西两地慢性病防治体系各方职责可考核程度由2000年的0%上升为2017年的2.26%、1.13%,处于较低水平。结论：两地慢性病防治部门职责可考核程度均处于较低水平,职责可考仅针对非常有限的部分慢性病病种,且仅局限于业务条线部门,两地应持续关注并完善慢性病防治体系各部门清晰可考的职责范围。 |

| Objective: To quantitatively evaluate the measurability of departmental responsibilities of the prevention and treatment system for chronic diseases in Shanxi and Hebei. Methods: Collect all the policy documents related to prevention and treatment of chronic diseases issued by China, Hebei and Shanxi, extract and quantify relevant information, and evaluate the degree of the measurability of departmental responsibilities. Results: The degree of the measurability of departmental responsibilities in Hebei and Shanxi increased from 0% in 2000 to 2.26% and 1.13% in 2017, which is at a low level. Conclusion: The degree of the measurability of departmental responsibilities of the chronic disease prevention and treatment in both places are at a low level, which were limited to few chronic diseases and only to some business line departments. Great importance should be attached on the promotion of measurability of departmental responsibilities. |
